Shoreview Building Project Update
Library staff have been busy working with architects to make changes to the preliminary designs based on the insightful feedback received from the community. Parking spaces and pedestrian walkways have been added to the original plan. Architects have also updated the exterior materials to better match the city campus.
The Shoreview Planning Commission recommended approval of the Library’s application for rezoning the site. On September 8, the City Council unanimously approved this request. The Library has begun working with the Ramsey Washington Watershed District on a Stormwater Management Plan, which will include a variety of treatment features including tree trenches, pervious pavers and filtration ponds. A certified arborist has also been hired to evaluate the site and provide a report on the quality of the trees. 
On October 1, Friends of the Ramsey County Libraries officially launched a capital campaign with the goal of raising $200,000 for amenities at the new regional library. A Capital Campaign Committee is working with the Friends to raise private funds to add a fireplace, literacy-building equipment for children, art and many other special items that are not included in the county budget. Library Breaks Ground
On October 22, 2015, Ramsey County Library broke ground to begin construction on the new library in Shoreview.
The Library Facilities Master Plan (2008 – 2018) determined the county’s northern suburbs are underserved in library hours, programs and services.
“To solve the problem the plan identified, Ramsey County Library is creating a third regional facility,” said John Hakes, Library Board member. “We’ve been talking with residents and patrons about this project since 2012 and thank them immensely for their help in shaping this project.”
The 32,500 square foot library will have extended hours, a bigger children’s area with pre-literacy interactive installations, expanded teen services and state of the art technology. More study and collaborative group spaces will be added, as well as a larger community program room creating space for a wide range of adult programming including history, technology, arts and literature events.
Friends of the Ramsey County Libraries Capital Campaign Committee is focusing on amenities that will make the library warm, cozy and welcoming. Their preliminary goal is to raise $200,000 for items such as a fireplace, artwork and many other special items.
Commissioner Blake Huffman spoke at the ceremony adding, “The solutions to many of the issues we face in society today can be found at the local library. The future is ours and with the building of this library it starts today.”
HGA Architects created the design for the new library and Adolfson and Peterson Construction is the construction manager. Construction should be complete by first quarter 2017. With the completion of the library in Shoreview, the Facilities Master Plan will be fully realized.
The current library will remain operational until the new library is complete.
Service Interruptions During Construction
The parking lot entrance on Victoria Street will be inaccessible during construction. Please access the Library lot through the north entrance.
We will make every possible effort to provide you with continuous service during construction of the new building; however, there are times when service must be interrupted without much notice to move utilities - water, electric, sewer, gas and fiber.
A&P Construction leaders will work closely with the Library to give as much notice as possible for closings. Every practical effort will be made to minimize inconvenience to our customers. Ground Breaking Ceremony
Join us as we officially break ground and begin construction on the Ramsey County Library in Shoreview.
The groundbreaking ceremony will take place on Thursday, October 22 at 2 p.m.
Guest speakers include Library Board Chair Kim Vanderwall, Commissioner Blake Huffman, Mayor Sandy Martin and Friends Director Sue Gehrz. After the presentation, Library Manager Carol Jackson will give tours of the new site.

Why a new library?
In 2008, the Library Facilities Master Plan determined that the northern suburbs are underserved in terms of library hours, programs and services. Ramsey County Library is solving this problem by creating a third regional library in the northern part of the county. The library in Shoreview is the third-biggest and third busiest library in the system making it the most cost effective option.

Why not expand the existing building?
During the Feasibility Study of the current property the two residential lots at the corner of Highway 96 and Victoria Street North became available for purchase. This location will create a more visible presence from Highway 96, a Facilities Master Plan recommendation. Also, the constraints of the current property do not allow for efficient expansion. This new location will strengthen the design to face the Community Center and create a city campus.
What will happen to the old library?
The library will be sold to the Mounds View School District for its administrative offices.
What about a coffee shop?
Library plans do not include a coffee shop. A coffee shop’s success relies on a drive-up model in heavily commercial areas. We don’t have the ability to offer this without radically changing the program and taking away library space. The library cannot subsidize private businesses.
How much does this cost?
The library building project costs $15.8 million.
Are my property taxes going up?
A median-value home in the suburbs - $213,000 – would see a library tax increase of about $4.49. This will fund the new building with expanded hours and system wide operational increases.
The Library’s portion of the total county budget is 2.26%.

Shoreview Building Project
The library in Shoreview is the third-biggest and third busiest library in the Ramsey County Library system. The Library Facilities Master Plan (2008 – 2018) recommended that Shoreview become the system’s third regional library - with Roseville covering the west and Maplewood on the east. This would include expanding Shoreview to 38,000 square feet, offering longer open hours, larger collections and a full range of services.
A Feasibility Study was commissioned to explore options for a new facility and develop cost estimates. During this process two residential lots at the corner of Highway 96 and Victoria Street North became available for purchase. Creating a more visible presence from Highway 96 was recommended in the Facilities Master Plan. The purchase and demolition of these two residences took place in the fall of 2014.
In March 2015, plans for a new building were approved by Ramsey County Commissioners. The $15.8 million project includes selling the existing building. The Mounds View School District sent a “Letter of Intent” to the county to enter into a lease to purchase with a 95 day waiting period. Once the library has moved to the new building, the School District will purchase the existing building for its administrative offices.
In April, an Evaluation Team interviewed firms and made their recommendation. The Ramsey County Board of Commissioners approved the selection of Adolfson and Peterson Construction and HGA Architects to design the new Ramsey County Library in Shoreview.
Design work will start in June with construction scheduled to begin this fall. The new library is expected to open in early 2017. With the completion of Shoreview, the library Facilities Master Plan (2008-2018) will be fully realized.
